Which of the following most accurately describes the problem?

about reducing the wind resistance of vehicles to improve fuel consumption and quite useful savings can be made apparently. However, I feel that there must be a catch in this; what is it ?

Significant fuel saving can undoubtedly be made by reducing the wind resistance of vehicles but, like many other potential "savers," the co-operation of drivers is necessary to accomplish any economy. Savings in one direction can mean extra expenditure in another. For example, reduced wind resistance could allow higher speeds and thus fuel economy would be negated. Moreover, higher speeds could involve higher engine and tyre wear incurring higher costs in these areas.
