Which of the following most accurately describes the problem?

AN INCREASE in productivity of 20 per cent is being claimed by Cobra Containers Ltd, a Wakefield coke distribution company, following its use of 24ft containers. The company previously used 20ft ISO containers but is now taking delivery of longer containers, which retain ISO corner fixings at the 20ft spacing, from George Neville Truck Equipment Ltd.

Ten containers are being delivered and George Neville has lengthened two tipping skeletal semi-trailers by 460mm (18in) to carry them. The new, larger containers weigh 3.15 tonnes.

To avoid unnecessary handling of the coke the containers are open top, end-discharge models which travel by road and rail.
