Which of the following most accurately describes the problem?

TRYING TO pay a test fee with a cheque that bounced led to a West Bromwich operator losing his licence. Now he has lost an appeal against the decision. The Transport Tribunal said Kundal Lal, who held a restricted licence for one vehicle, had shown a possible lack of financial standing by failingto honour the cheque.

He was asked on numerous occasions to explain himself and provide evidence of financial standing. Lars licence was revoked by the West Midland Traffic Commissioner David Dixon.

In February 2005, the Traffic Area Office wrote requesting evidence of financial standing after the cheque in payment of the test fee had been returned by the bank. Four telephone calls were made to recover the amount but payment was still outstanding.

Further letters requesting production of financial evidence were sent in April,June,July and September 2005, but there was no response from Lal. In the last letter he was warned that in the absence of any reply his licence would be revoked. In November Lal was notified the licence had been revoked.

Lal did not attend the appeal hearing before the Transport Tribunal. In his notice of appeal he said he had set up a new business with a substantial investment, but it was still in its infancy. He needed more time because he was under pressure clue to the workload and the birth of a premature child to his wife.
