Which of the following most accurately describes the problem?

II Irish police have followed the example of the UK's Vehicle Inspectorate by buying mobile weighpads for rural areas.

The mobiles will be used to target overloading by dumpers and other works vehicles.

They will be deployed in the western part of the country, where there are few approved weighbridges for spot checking.

Complaints about dumpers and works vehicles using public roads have been on the increase from both hauliers and the public.

Inspector Brendan Mangan. of the Garda National Traffic Policy Unit, says a lot of off-road vehicles are overweight before they even put on a load. "The actual weight of some of the vehicles is too heavy for what is permitted on the road," he says.

Although the weight allowance can vary with the number of axles and the distance between axles, Mangan says: "The suspensions are not what is required for the public road. The overhang at the back is in excess of what is permitted."
