Which of the following most accurately describes the problem?

• A Worcestershire tar-paving contracting company, which had received a total of nine convictions for overloading since April 1968, had its operator's licence curtailed when called to a public inquiry under Section 69 in Birmingham last week.

The deputy West Midland LA, Mr J. Shuffiebotham, curtailed the licence hell by Roads and Drives Ltd of Kidderminster by removing throughout the months of April, May and June two vehicles.

Roads and Drives Ltd had originally held a licence authorizing 16 vehicles and two trailers, all in possession.

On the same day Mr Shuffiebotham said that the licence held by Lomac Civil Engineering Ltd of Shropshire, would be curtailed by one vehicle and three trailers unless the company paid a licensing fee within 14 days of the hearing.

The court heard that some time ago the company, which held a licence covering four vehicles and one trailer, of which only one vehicle was in possession, had been granted permission to take up another vehicle from the margin but had not paid the appropriate fee, No representatives of Lomac Civil Engineering attended the hearing, although it was stated that the company had been given prior notification.
