Which of the following most accurately describes the problem?

THE opening shots in the Commons battle over the Road Traffic Bill have been strictly confined to the minor armament, writes our Political Correspondent. While M.P.s are sorting themselves out for the big attack on the disqualification issue, Tory M.P. Mr. John Farr (Harborough) has nipped in with a proposed new clause to cover poisonous, explosive and other " dangerous " Toads. Mr. Farr wants regulations to govern the maximum speeds of vehicles used for such loads, their construction, and various instructions to be issued, covering action to be taken in any situation of public danger. The new clause would also make it an offence to leave a vehicle containing a poisonous, explosive or dangerous load unattended in a public place.
