Which of the following most accurately describes the problem?

MORE THAN 4,000 transport providers have signed up for the online auction service Shiply as a means to bulk up volumes without paying subscription fees.

Operators can bid for shipments listed by consumers free of charge, and are only charged a commission by Shiply if their bid is accepted, starting from 9% per job.

In a sign that hauliers are trying to beat the recession, membership has risen from 1,500 in June 2008 shortly after the site launched, to 4,000 in June 2009.

"Many are turning away from freight exchanges to ditch yearly subscription fees in favour of paying a small commission to pick up work as and when it suits them," managing director Robert Matthams tells CM.
