Which of the following most accurately describes the problem?

The story "Court ruling will push up VED bill" (CM 2-8 July) is a splendid example of DVLA chief executive Dr Ford's determination not to be swayed by the decision of the Divisional Court which suggested, in the course of the decision, that the issue was eomplicat

ed and that there should be a discussion.

I also note the contents of a recent news release from the DVLA. The first page is a little gloat about having smashed the enemy (me!), but the last two paragraphs of the "editor's note" are interesting. It is suggested that vehicles carrying fixed equipment, such as drain cleaning trucks, seek a new Design Weight certificate,

which is, in my view, a fur cry from paying the full duty on the plate fixed to the basic chassis-cab.

The story continues because, as this is written, the testing station appears to be determined not to implement the regulations. T'was ever thus...
