Which of the following most accurately describes the problem?

• Shell has opened its first Liquid Petroleum Gas (LPG) pump on a retail forecourt as the first stage of a £1 Urn plan to introduce up to 300 sites over the next three years.

The first pump to be opened is based at Dover South Services in the ferry port area of Dover. The gas is on sale at 38.9 pence per litre. However, the site is not suitable for articulated trucks, although it can be modified for such and later sites, particularly those on motorways, will be suitable. Initially the main thrust of the network will be aimed at major LPG panel van users such as Securicor and DHL.

Eric McNicholl, Shell Gas's automotive general manager, says he wants to break the "chicken and egg" situation that might prevent a network of refuelling sites being established. "We want to give users and manufacturers confidence that the product is going to be available," says McNicholl. "We've decided to develop the network ahead of commercial justification."

The next sites will be in London, followed by major conurbations and along trans-continental routes.
