Which of the following most accurately describes the problem?

THE CERTAINTY of an employee buy-out of the National Bus Company now seems closer than ever, after Junior Transport Minister Lynda Chalker said she would be considering the proposal and that Transport Secretary Tom King would make an announcement in due course.

The statement came in response to York Tory MP Conal Gregory, who said the National Freight Consortium buy-out had been a success and more employees were taking advantage of a second opportunity to buy shares in the company.

Mr Gregory said he had the feeling that Mrs Chalker was thinking along the same lines. Newly-elected secretary of the Tory backbench transport committee, Mr Gregory said now was an opportune moment to introduce private capital in to the National Bus Company. He hoped the government would now take soundings among the National Bus Company's employees of their attitude towards an employee buy-out.
