Which of the following most accurately describes the problem?

truck which weighs more than 3 tons and has a £5 per year licence, on the road?

Is a class 3 hgv driving licence needed to drive a lorry fitted with demountable swap bodies which is under 3 tons unladen without body and more than 3 tons unladen with body?

AIn answer to your first question regarding

driving licences for fork-lift truck drivers, an hgv driving licence is not required, but a normal driving licence is required. The licence group depends on whether or not the truck is electrically powered or diesel/gas powered. In the former a Group L licence will suffice but in the latter a Group A licence is required.

The answer to your second question is that when running without a body at under 3 tons unladen, no hgv driving licence is required, but when a body is fitted causing the unladen weight to exceed 3 tons then a Class 3 hgv driving licence is required.
