Which of the following most accurately describes the problem?

• Local bus operators who want to take over Eastern Counties Omnibus Co Ltd routes in the area are to be backed by Stowmarket UDC in Suffolk.

The council's highways and estates committee is to write to local' bus companies telling them they would support them if they applied for licences to operate on these routes. Cllr R. N. Speirs, chairman, said the whole question of the Eastern Counties buses had reached a shocking state of affairs and he thought the time had come when private bus companies ought to oppose Eastern Counties.

Cllr M. Haydon said that the licensing system meant there was no spirit of competition. The council had a duty CO the public and if Eastern Counties would not provide adequate services the council should see whether private operators would.
