Which of the following most accurately describes the problem?

BASICALLY designed for an overseas market by ERF Ltd., this 66CU220 sixwheeled tractive unit (above) has gone into service, coupled to a King low-loading semi-trailer, with the Uttoxeter firm of J. C. Bamford Ltd. It will be used to transport a demonstration model JCB 7 crawler-mounted excavator weighing, with all its ancillary equipment, approximately 22 tons.

The tractive unit is fitted with the Cummins NH 220 engine, a Fuller RTO 915 twin-countershaft 15-speed gearbox and has a double-drive spiral-bevel rear bogie, with a lockable third differential, carried on four-spring tandem suspension.

A sleeper-type cab has been modified to carry extra Personnel and equipment, and the King semi-trailer has a removable goose-neck. The overall length of the outfit is 53 ft.
