Which of the following most accurately describes the problem?

AN ENTERPRISE Allowance Scheme has been launched by the Department of Employment to help the unemployed establish new businesses in three areas of England.

The scheme, which is to operate in Coventry, part of North-east Lancashire, and the Medway towns in Kent, entitles someone who has been unemployed for at least 13 weeks and who receives unemployment or supplementary benefit, to £40 a week allowance before tax. The allowance is paid fortnightly for up to a year.

Applicants, who should apply to Jobcentres in the three areas, must be 18 or over, and should show that they have at least £1,000 which they intend to invest in any new business in any of the three pilot areas. They must also live in the areas.
