Which of the following most accurately describes the problem?

IN A MEETING with Greater London Council leader Ken Livingstone and transport committee chairman Dave Wetzel, Transport Secretary David Howell made it clear that the Government believes that some subsidy can still be provided for London Transport services.

The Minister added that London's old-age pensioners could continue to enjoy concessionary fares despite the recent Law Lords' decision on the GLC supplementary rate precept.

The immediate need was for a budget to be agreed for LT tat would begin to get fares and services into better balance with the resources available, he said.

The aims now should be to get the financial affairs of LT back on to a firm footing and for the GLC and LT to press forward with improvements in the efficiency of services, said Mr Howell.

On concessionary fares, he welcomed GLC talks with the London Boroughs to sort out how to best meet the needs of the elderly within the terms of the legislative framework.

If insoluble problems were encountered, he said, he would sympathetically consider what changes are needed to solve them.
