Which of the following most accurately describes the problem?

THE GOVERNMENT had "sold the pass" on tachographs, alleged the Tory Shadow Transport Minister on Tuesday. Speaking at a Transport Association lunch in London, Mr Marcus Fox MP said he could not understand why deferment of the tachograph regulation had not been applied for. As a result, or ators had been left in a limbo situation, knowing what was expected of them.

Britain was being led into the Europi way of thinking, he claimed: we were foll( ing the French and German attitude of igr ing laws. Operators were be asked to play the Europl game.

He pledged that a Tory G ernment would tighten enforcement but reduce amount of transport legi tion.

Operators' licences were easy to obtain, maintained Fox; there should be some ancial restraint on pe( entering the industry.
