LABOUR MEPs have welcomed the announcement of an EEC Commission offer to fund half of the costs of a Elm study on a second Severn crossing.

But South Wales MEP Win Griffiths believes the Government may use the study as an excuse for inaction.

"The Government might be playing a waiting game over the Severn crossing and hoping that by approving the study the pressure will be taken off it to give the go-ahead for building the crossing before the end of its term of office," he said.

This has been denied by Transport Secretary Nicholas Richey, "I am confident that when the programme of strengthening and repair of the existing crossing has been completed, the crossing will provide a reliable communications link across the Severn Estuary," he said.
