Which of the following most accurately describes the problem?

A NEW YEAR also means a new edition (the 15th) of the Transport Manager's Handbook (Kogan Page; £16.95). With legislation pouring out of the Department of Transport at the present rate, author David Lowe can be assured of many more years' steady employment.

The revision and inclusion of new law are major reasons for any transport manager keeping a current edition of Lowe's book in his desk. For example, the all-important environmental aspects of operators' licensing came into force on June 1 last year — Lowe covers them. Similarly, the "tidied-up" version of the road vehicle lighting regulations (introduced August 1 last year) are there.

Unfortunately, the Handbook has just missed the anti-spray legislation. It includes the Department of Transport's proposals, but these were changed when the legislation that amended the Construction and Use Regulations finally emerged last October. Thus, the Handbook has the wrong introduction dates and weights.

Interestingly, David Lowe has included a couple of pages on the proposed changes in the drivers' hours. They were considered by the EEC Ministers of Transport last year, but no more has been heard since.

For 1985 David Lowe has also added a new chapter on computers in transport, briefly outlining some of the roles for the computer with examples of the equipment available.

As ever, the Transport Managers Handbook is worthy of an "essential reading" rating. This new edition has 740 pages (20 more than last year's) and the price has gone up by £1.
