Which of the following most accurately describes the problem?

REGULATIONS permitting the use of audible reversing alarms THE LICENCE battle over stage services in Warwickshire between Heart of England Services and West Midlands PTE has been adjourned until March 15 in the hope that the parties can reach agreement.

Heart of England and the PTE are opposing each others' applications to renew licences granted by the West Midlands Traffic Commissioners following a previous battle to replace services provided by MidWarwickshire Mntors, Heart of England's predecessor, under contract to the PTE (CM, February 4, 1984).

Michael Parroy, for the PTE, said there was an additional application by the PTE for a new service between Solihull and BalsaII Common, known as the "pan handle service". It had originally been granted to the PTE and a similar application by Heart of England refused, but that decision was reversed on appeal.

The PTE had submitted the present application after it became aware there was a query over Heart of England's psv operator's licence.

Should it be assured that Heart of England would continue to operate that service, it would withdraw its own application.

The Commissioners were told that there had been meetings with the parties in conjunction with the county council. There had been various offers and counter-offers but no agreement had been reached.

The chairman, Ronald Jackson, said that bearing in mind the Transport Secretary's appeal decision on the "pan handle service" and bearing in mind what was going to happen in future under the Transport Bill, the Commissioners thought that further discussions in the spirit of give and take on both sides might be fruitful.
