Which of the following most accurately describes the problem?

THE NUMBER of vehicle examiners should be well up to complement by the middle of the year following efforts to re-cruit another 40 examiners, Transport Minister Lynda Chalker told MPs.

Mrs Chalker had been asked by Labour MP Richard Caborn about the comments of the Traffic Commissioners in the South East, East, South Wales, Scotland and West Midland Traffic Areas about the lack of examiners.

She explained that the proposed privatisation of heavy goods and public service vehicle testing had led to the suspension of recruiting vehicle examiners which had led to a shortage of vehicle examiners in some traffic areas.

As soon as it had been decided not to go ahead with privatisation, 37 new examiners were trained but were only beginning to start work at the end of the period about which the Traffic Commissioners were complaining.
