Which of the following most accurately describes the problem?

NO APPEAL is to be lodged against the Scottish Traffic Commissioners' decision to grant Mackies of Alloa a licence to continue a service between Tillicoultry and Alicia (CM, January 12).

The decision not to appeal was approved on the motion of Central Regional Council convener James Anderson on the ground that it would be a waste of time and money.

However, the meeting of the transport policies and programmes sub-committee approved a suggestion by James Lindsay, public transport manager, not to permit the company to participate in the council's concessionary scheme for pensioners and the disabled or in one for unemployed travelling to seek work.

That will be illegal if the Transport Bill becomes law.

The council objected to Mackie's service, saying that there was an over-provision of services on the route, and that there would be unfair price competition with Midland Scottish.
