Which of the following most accurately describes the problem?

THE GREATER London Council officer responsible for planning the controversial night and weekend lorry ban in the capital has been promoted.

Keith Buchan, who joined the GLC at the end of 1983 after some months as director of anti-lorry environmental group Transport 2000, is now the GLC's assistant chief planner (policy and general), in place of James Dean, who is now in charge of the environmental management planning teams.

Mr Dean has replaced Geoff Holland, who is now chief planner in place of David Bayliss, who left the GLC last year to join London Regional Transport.

Mr Buchan has been responsible for implementing the lorry ban proposals since the middle of last year. While at Transport 2000, he was a member of the panel on the Wood Inquiry which reported on the possible effects of lorry bans in London and effectively paved the way for the present plan for a ban at nights and at weekends.

He was also a founder member of Campaign Against the Lorry Menace.
