Which of the following most accurately describes the problem?

• The application of Alruba Manufacturing Co of Burton-upon-Trent has been refused by the East Midland LA following a successful objection from the RHA.

The RHA was objecting on the grounds that Alruba had insufficient finance to operate satisfactorily. The company had, until the refusal, been operating two vehicles and three trailers on an interim licence. The LA, Mr C. M. Sheridan, said he had been unable to obtain the required information regarding the finances of the firm despite attempts. The application had first been considered by the LA in June 1971 but had been adjourned on several occasions since to allow the presentation of the firm's accounts.
