Which of the following most accurately describes the problem?

• British Railways may run its own bus service if an application which has been submitted to the North Western Traffic Commissioners is successful. It will be a peak-hour stage carriage service between Liverpool and Gatacre.

Twelve months ago all but one of the services in an out of Liverpool Central Station were transferred to Lime Street or Exchange Stations, or alternative transport arranged. However, the only passengers not catered for were those commuting to and from Gatacre.

The Minister of Transport told BR that it could not terminate the service until Liverpool Corporation had provided a bus service. However, the Corporation still has not made these arrangements because it says it has insufficient bus crews.

BR, now anxious to close Central Station, plans to hire a private coach operator to run the service on its behalf and application forms signed by the divisional manager have been submitted to the Commissioners.

It is more than likely that Liverpool Corporation will object to the application when it is published.
