Which of the following most accurately describes the problem?

• A public inquiry expected to last three days was adjourned by Mr. D. I. R. Muir, Metropolitan Traffic Commissioner, on Tuesday, before it even began.

Several applications to operate services to Stansted Airport were to have been heard jointly by the Metropolitan and Eastern Traffic Commissioners, but, owing to the indisposition of the chairman of the Eastern Traffic Commissioners, Mr. Muir adjourned the hearing until April 8, 9 and 10.

Special dispensation to run existing services to London via Stansted Airport was refused in respect of Premier Travel Ltd., Eastern Counties Omnibus Co. Ltd. and Jennings Coaches, but dispensation to run from the Airport to Bishop's Stortford station was granted to the Eastern National Omnibus Co. Ltd. and to Don's Coaches and S. G. and R. D. Biss.
