Which of the following most accurately describes the problem?

• Cranford Hall Garage Ltd. admitted, at Uxbridge magistrates' court last Friday, the unlicensed operation of a public service vehicle; the company was fined £9 and ordered to pay 10 guineas costs. The vehicle, a Ford Transit, had been used to ferry passengers and their luggage from Cranford Hall's Heathrow car park to the airport.

After the hearing a spokesman for Cranford Hall told COMMERCIAL MOTOR that the service would continue to be operated with its two licensed vehicles.
