Which of the following most accurately describes the problem?

• A confidential Scottish Office report has been prepared for Government Ministers and regional planning bodies on the likely impact of certain provisions of the Transport Bill on Scottish industry. The document will be used as the basis for discussions on amending items of the Bill which will hit particularly hard at development areas.

This was revealed by Dr. J. Dickson Mabon, Minister of State for Scotland, after he had met Scottish representatives of the RHA and TRTA in Edinburgh.

The Scottish report, which would be considered by Scottish Ministers, the Economic Planning Council and ultimately the Minister of Transport, was one of a number being prepared in different regions of Britain.

He repeated the Minister of Transport's undertaking that she would reconsider provisions of the Bill in relation to development areas, particularly those which provide penalties on long-distance road haulage.
