Which of the following most accurately describes the problem?

Despite the publicity given to the new double-deckers designed specifically for o-m-o which are to be introduced by Manchester City Transport, the distinction of taking delivery of the first buses of this type might well fall to Coventry City Transport This exclusive photograph shows a Daimler Fleetline with Eastern Coach Works body for Coventry ready for delivery at the ECW works at Lowestoft. The bus has a front entrance, central exit and forward-ascending staircase placed opposite the exit. A magic eye is fitted on the staircase to show the driver how many seats are vacant on the top deck. Seating capacity is 45 seats in the upper saloon and 27 in the lower, making a total of 72.
