Which of the following most accurately describes the problem?

• A day-long meeting of the Road Haulage Wages Council on Tuesday was adjourned without reaching a decision on the pay of 200,000 lorry drivers.

The lengthy talks sought to find a formula based on the Prices and Incomes Board findings, for giving increases to the lowestpaid workers. The unions pressed their demand for /1 a week all-round rises; they warned that their patience was almost exhausted. But under pressure from the independent members, they agreed to continue negotiations at a resumed meeting in March 11.

The all-round claim has been rejected by the employers. The proposal aims at giving £1. rises to the lowest-paid workers and the smaller increase to everyone else up to the 45-hour level.
