Which of the following most accurately describes the problem?

COMMERCIAL VEHICLE registrations broke records for the third consecutive month in November, with 33,986 new vehicles registered-up 9.3% on November 2003, according to the Society of Motor Manufacturers and Traders.

SMMT chief executive Christopher Macgowan says: "Another great month for CV registrations in November means we are almost certain to set a new CV registration record for the year. The strong investment in new vans and trucks shows little sign of slackening and good order books suggest that 2005 will be memorable too."
