A WELSH OPERATOR that had its licence authority cut from three vehicles to one at a previous hearing has been told its licence will be revoked at the end of October. A fresh application will be considered only after Vosa has carried out a new maintenance investigation in two months' time.

Welsh Deputy TC Fiona Harrington cut the licence held by Llansaniffraid-based William Hughes, trading as Hughes Lifting, from three vehicles and one trailer to the one vehicle in possession in June.

She was told William Hughes had retired and the vehicle was being operated by his son David. The vehicle was given an immediate prohibition endorsed 'S' at annual test for brake defects. At a subsequent maintenance investigation an immediate prohibition was issued for a defective direction indicator. A variation notice was issued when the vehicle was produced for clearance.The vehicle failed its annual test in 2005. Of 12 safety inspection records only two showed defects, suggesting the inspections were not thorough.

The DTC said the annual test failure rate and prohibition notices were evidence of a general failure in maintenance systems and standards. She was not satisfied Hughes was capable of complying with licence obligations concerning maintenance records and systems She allowed the licence to continue for a very limited period to enable a new application as she gave some credit for the positive steps that had been taken to address the problems. This would give Hughes a valuable opportunity "to get his house in order". Until a new licence was granted the operator and the vehicle specified in the licence belonged to William Hughes and operation of the vehicle other than for the business of William Hughes was not authorised.
