Which of the following most accurately describes the problem?

SHOULD ALL vehicles be required to have their payload clearly displayed? Recently I was asked by a policeman, who had stopped an overweight 3.5-tonne hired Luton van, if I could help the elderly gentleman who had hired it in Lincolnshire and come up to North Scotland loaded with his daughter's household goods.The van was found to be 1.75 tonnes overweight when stopped at Perth.

After offloading the load, the gentleman went back to weigh the van, which was three tonnes allowing a payload of half a tonne.

In the past it was a legal requirement for all vehicles to display the unladen weight. Surely this is something that needs lobe addressed to allow potential hirers to decide whether to hire a professional transport company or make five trips to Scotland in a hired van.
