Which of the following most accurately describes the problem?

The level of goods vehicle traffic in the UK fell by 2% in the second quarter of 2001, says the Department of Transport, compared with unchanged levels of car traffic over the same period. Overall traffic levels in the second quarter remained at about the same level as in the same quarter of 2000.

The DoT says the outbreak of the foot and mouth crisis suppressed traffic levels, most notably in April. However, the underlying growth in traffic during the year up to the second quarter of 2001 is estimated to be about 1%.

In a separate publication—Road Traffic Statistics 2000the DoT reveals that traffic levels rose by 0.3% between 1999 and 2000. However, this figure would have been closer to 0.7% had it not been for last year's fuel protests, says the DoT, highlighting the impact of hauliers' actions last year. The figures come as a blow to the government, which pledged to reduce traffic levels after their election victory in 1997.
