Which of the following most accurately describes the problem?

;FITE allegations by objectors that Le would use his vehicles to tout for ass at cut-price rates, Mr. H. Smith, ietor of Boxhill Caravan Towing :c, Boxhill, Tadworth, Surrey, was hl permission last week by the volitan Licensing Authority to add to his existing fleet of eight vehicles. hearing lasted two days.

Authority, Mr. D. 1. R. Muir, led to lift a 250-mile radio restricbut agreed to re-word the conditions B licence to exclude carrying carafor export.

allegations came from Mr. D.

t, managing director of Beech if) Ltd., caravan hauliers, and Mr. dge, proprietor of the Bucks Cara'owing Service, Great Misseriden.

. Beech feared that Mr. Smith would at rates to gain customers and sug1 that if granted permission, "these es arc going to be touting around )untry for work to our detriment ". . Judge said: "I am certain this tation has been put forward to one to roam the roads, to send these es out to the factories to wait for aravans to come out. This may I strange, but we know in the trade that this is done." If granted, the application would put a lot of small firms out of business, he added.

Mr. Smith, who asked for the licences for three artics with trailers and a low loader, said his eight vehicles were working seven days a week, using 16 drivers. Last year he moved 1,750 caravans.

There had been numerous occasions when delays had occurred through pressure of work and other occasions when he had to decline work because of lack of transport or time.

These had resulted in letters of bitter complaint, a sheaf of which he produced. He also said that additional vehicles would help him overcome his maintenance problem with the existing fleet. He was supported by 10 caravan manufacturers, distributors and caravan site operatives.

Giving his decision, Mr. Muir said: "There is obviously very keen competition in this part of the industry and the stakes are unusually high because of the capital costs of the vehicles involved."

It was very necessary to see that there was likely to be an ensured demand for the services of any additional vehicles allowed to enter this particular field, he added.
