Midland Deputy Traffic Commissioner Roger Seymour's decision to cut the licence held by Bilston heavy haulier Starr Roadways.
The company appealed against Seymour's move to cut its licence from 60 vehicles and 50 trailers to 50 vehicles and 35 trailers in October following maintenance problems.
The Tribunal quashed the order and ruled there should be no further order. A written judgement is expected soon.
