STEPS must be taken to reduce the impact of the lorry on our environment—and that could mean tightening up the system of vehicle inspection and improving noise and smoke controls.

This is the view put forward in the Green Paper on Transport Policy which was published this week. The need to protect the environment from damage, and that any costs imposed on the community in terms of environmental damage should be paid for, forms one of the major criteria which the Government has used in drawing up the document.

"The Government are under an imperative obligation to find ways of reconciling the benefits of the motor vehicle with its costs to society," says the paper.

These costs were of several kinds and include noise, fumes, vibration, accidents and physical damage. But much had already been done to mitigate these nuisances and it is pointed out British regulations on vehicle use are more effective than those of any other EEC country. However, more needed to be done and commercial vehicles should pay an additional element to meet their environmental costs.
