Which of the following most accurately describes the problem?

There appears to be something in this secrecy business just at the moment. The North West Gas Board told us about a new mobile microfilm unit they have put into service. "It is believed to be the first of its kind in the industry," they say proudly, The body, constructed on a Ford A chassis, is equipped with a planetary camera and the device can film and process 3,000 exposures a day. Hardly cloak and dagger stuff. But read on. The press release was accompanied with a photograph and it looked interesting enough. " Who built it?" we asked NW Gas. "We'll give you a 'phone number," they did. We called : "Did you build a microfilm unit body for NW Gas ? " "Yes, but we'd rather you didn't give our name." "We can't, you didn't give it."

There was little point in that press release but at least we can show you the body.
