THE GOVERNMENT'S Green Paper on Transport has given the thumbs down to a system of quantity licensing for freight movements on the grounds that it will add to the administrative costs with no clear environmental benefit.

The provisions for the system were contained in the 1968 Transport Act but they have never been brought into operation. They would have restricted the numbers of trucks doing long distance work to those with special permits.
