Which of the following most accurately describes the problem?

A HIGH-LEVEL forum known as the National Transport Council could be formed as a result of the Government Green Paper on Transport Policy.

Chaired by a Government Minister — with representatives from unions, management, public and private industries, local government and consumers—the council would be a successor to the Freight Integration Council set up under the 1968 Transport Act.

The FIT was not a success, says the paper, and the Government was not associated with its work. The proposals for the new council have come from the TUC among others and it would have responsibility for co-ordinating and controlling pricing, policy and subsidy, and investment decisions.

Monitoring

It would have the job of monitoring the performance of the nationalised sector and for allocating freight to various modes of transport.

The paper says that the Government realises "what prompts the unions to make the proposals" but thinks that such a council could not act properly without Government involvement.

The paper gives the assurance that the new council would have full Government involvement. The Government believes that the setting up of a new body with no electoral representation nor accountable to the public would be wrong. But it admits that there is a need for a better approach to the co-ordination of major transport interests.

The NTC would become a "national focus" for monitoring developments in the industry and would be an authoritative body for discus ,sing Government proposals, free to bring in outside experts as and when necessary and would institute studies, publishing the results.
