hire one of my psv for which I hold a road service licence to another operator ? A Yes—but the operator to whom you hire the vehicle may need a licence in his own right to operate it.

Regulation 20 of the Public Services Vehicles (Licensing and Certificates) Regulations 1952 provides that "If during the currency of a licence the vehicle to which it relates is let on hire the owner of the vehicle for the time being shall be deemed to be the holder of the licence provided he is already the holder of a licence or that he holds a permit issued to him by the Licensing Authority to hire psv for the purpose of using them as contract carriages or as stage or express carriages under a road service licence of which he is the holder."

He will also have to display a notice on the vehicle— either at the front or on the near side—with letters not less than one inch high giving the name of the holder of the road service licence preceded by the words "on hire to." This must be displayed throughout the period during which the vehicle is on hire.

This states that, where a motor vehicle is drawing a trailer solely by means of a rope or chain or, in a case where more than one trailer is being drawn, where a trailer is attached to another trailer solely by such means, the length of rope or chain shall be such that the distance between the nearest points of the trailer and the vehicle to which it is so attached cannot exceed 4.5 metres (14ft 9.168in).

Where the distance between the two vehicles exceed 1.5 metres (4ft 11.052in) steps must be taken to render the means whereby that trailer is attached to the vehicle clearly visible to other road users within a reasonable distance from either side of the vehicle— this could be a piece of rag.

In measuring the distance between the vehicles any apparatus primarily intended as a means of attaching one vehicle to another should be disregarded.
