Which of the following most accurately describes the problem?

new park and ride experiment introduced by Leeds Corporation get off to a slow start (" The Commercial Motor ", last week) but support has, if anything, dwindled. This must be very disheartening for the planners of the scheme, and it is hard to see what more can be done, short of a ban on cars in central Leeds, to improve the situation. Park and ride was introduced for the north-western approaches to Leeds as a pilot scheme on the same day that a new one-way traffic system was introduced in central Leeds. and parking meters were introduced in many city streets, with a parking ban for the remainder, it would appear that car parks provided on the edge of the city centre, within walking distance from most offices and shops, were proving to be ample accommodation for commuter motorists: possibly others who might have benefited from park and ride are making the whole journey by public transport, starting their journey beyond the Leeds City Transport catchment area. Lack of support cannot be blamed on lack of advance publicity, the new service being widely reaorted in the local Press, and leaflets were distributed to all motorists driving into Leeds from the north-west explaining the new service.

A spokesman of Leeds City Transport told "The Commercial Motor" that the next step is now up to the city council. It was hard to see where the cars were going, but there still seemed to be as many on the road during peak hours as before. Meanwhile the park and ride service battles on.
