In a BBC interview, Brown said he would call for more capacity to be made available; he believed operators understood the problems: "I understand the frustration of hauliers. We need to get an agreement on increased supply [of oil].
"I am aware of the challenges hauliers face. but I think everyone knows that whereas five years ago there were different problems, this is a global problem. I think most hauliers understand this."
