Which of the following most accurately describes the problem?

A N application for a new A licence for three vehicles of 161 tons and one trailer of 3 tons was advanced by John Fleming, of Bridge of Allan, at Glasgow last week. The proposed vehicles were to replace contract vehicles operated by three concerns.

Mr. J. Law, for the applicant, said that this had been a contract basis operation for eight years. The three firms were all timber industry concerns aild the operation of specified vehicles under contract lead to lack of flexibility. The proposed licence would give improved flexibility of operation.

Mr. Brown, for B.R.S., asked whether the concerns would continue to operate contract licences if the application failed. Mr. Law pointed out that this approach was unfair since the witness firms would have no option but to do so. All three firms said their businesses were increasing and that transport needs were aIso increasing.

Mr. W. F. Quin, the Scottish Licensing Authority, said the failure of the objectors to lead evidence must influence his decision. He would allow one vehicle plus one trailer equalling 1 tons for one concern and would refuse the other two. He would draw up art appropriate normal user.
