" The preparation of an adequate plant for the pooling of transport will require a careful study of the existing collection and delivery .systems of all members of the group, and the pooling of information which, in normal circumstances, might be. regarded as of a private nature. A plan based upon incomplete information would be of little use in the actual circumstances of an emergency."

All vehicles in the ownership of the members of a particular group would be brought ,together in such a way as to enable them to operate as advantageously as possible for the common use of the group. All such vehicles should already have been grouped under the Ministry of Transport's scheme for 'the organization of road transport, within the sub-districts in which the •machines are, normally garaged. e . •
