The regulations state that the Minister of Agriculture may, by order, direct that any land which, at the time when the order comes into force, is agricultural land, shall not thereafter be used otherwise than as such, except with the permission of the Minister, whilst, subject to certain reservations, persons found guilty of trespass on agricultural land will be liable to a heavy fine. The Minister may also give such directions with regard to cultivation, management or use of the land as he thinks necessary or expedient for the purpose of increasing or maintaining the production of articles essential to the life of the community. A prkis of the regulations as affecting road transport was published last week.

We know of a case where a lorry in a small country town was the sole means for livelihood of an old carrier, his son and grandchildren. It was seized for ambulance duty whilst several concerns in the neighbourhood had their small fleets, of equally suitable vehicles, left intact. After strong local protest the injustice was remedied.

The other day we saw an amusing example. Two lorries were held up for a few minutes while a " tough " cat took exception to the passing of a horsed cart. The feline scampered into its path, direct for the horse's forefeet. The surprised carter drew up with celerity, but this veritable dictator of a cat stood, with arched back, a few inches from the horses's feet spitting furiously and wailing. This went on until the carter gave an extra lusty bellow, when London's commerce moved again.

Blacklegs . . . in the matter of perfecting black-out arrangements, is that traffic-control lights still have the doubtful honour of being somewhat prominent in the velvety blackness. The " green " is the particular offender, and its little cross seems to be capable of throwing out quite a lot of light. The obvious solution would seem to be the use of masks with even smaller apertures. After all, there is no reason why the lights should be obscured in daytime. It might be possible to arrange for an automatic resistance to come into action after dark.
