Which of the following most accurately describes the problem?

'SHOULD be grateful if you would allow me to correct three points arising from your report headed "Tanker exemption" in CM September 2 about which the Health and Safety Executive has received a number of queries. This report was based on a press release describing Certificate of Exemption No. 3 of 1983 issued by HSE under the Dangerous Substances (Conveyance by Road in Road

Tankers and Tank Containers) Regulations 1981.

The fourth paragraph of your report says "There could still be a potential danger to the public even when the full cleaning procedures had been carried out". This is wrong. What the HSE says is that there could still be a potential danger when the tanker switches from petrol to gas oil or derv. The fifth paragraph is also wrong in that the exemption is not for mixed loads, but for the circumstances of switching loads, white the reference toil being illegal to display panels on tankers carrying gas oil or dery applies only to tankers dedicated to the business of carrying gas oil or derv.
