Which of the following most accurately describes the problem?

THE GREATER London Council has issued a warning that London will be overrun by motorways if the Government takes over control of GLC roads.

Speaking in the wake of the Government White Paper on Roads, Paul Morre, vice-chair of the GLC Transport Committee, said that the Government's own road building programme in London is costed at £726m by 1982 prices.

"It is clear from the White Paper that the Government's main answer to London's traffic problems is motorways and plenty of them," he said. "They are determined to bring back the ringway plans which the GLC ditched a decade ago."

Mr Moore said the "roads-atany-price" lobby would run riot if the GLC is done away with. Cyclists, pedestrians and people living near road schemes would be forgotten in the stampede to cover London in tarmac, he continued.

"I urge Londoners who care about the environment and put people before cars and juggernauts to ensure that London's democratically elected strategic authority is here to fight this motorway madness which will be administered by faceless men in Whitehall."

Mr Moore said that traffic conditions would be worsened by endless road building. It would simply attract more cars. "London needs a reliable, resonably priced public transport network to persuade people to leave their cars at home," he said.
