Which of the following most accurately describes the problem?

TRANSPORT 2000 — the pro-rail pressure group — has urged the new Minister for Transport to press ahead with the implementation of tachograph legislation.

The issue of tachos is not one that interests only the road haulage industry, Mr Leonard Taitz, chairman of the group, told Mr William Rodgers, Secretary of State for Transport, in a letter this week.

"Put quite bluntly Britain is in breach of the law" said Mr Taitz, because EEC regulations are directly applicable in this country. Britain has a reputation in Europe and the world for adherence to the law, he went on, and it also has a reputation for taking a lead in environmental matters.

"I am aware of your personal commitment to the EEC so that failure to implement the tachograph regulation is not a matter that you or the Government can be proud of', Mr Taitz told Mr Rodgers.

"The opposition within some sections of the industry should not be allowed to delay implementation any further."

Transport 2000 believe that the tachograph is an aid to good driving and contributes to road safety.

The tachograph issue, therefore, is of interest to all those who suffer the "ill effects of lorry traffic".

The group say that the Government has given very little publicity to the advantages of the tacho.

As one of his first actions in his new post, Mr Rodgers should actively give such publicity to the benefits to the community at large that "will result from widespread use of tachographs." Transport 2000 urged Mr Rodgers to press ahead with implementation of the regulation.
