Which of the following most accurately describes the problem?

DURING the next four weeks, CM will be participating in a traffic experiment which could lead to a saving of millions of pounds annually. It is claimed by Robert Bosch Ltd of Watford, that if every vehicle in the London area alone saved one minute a day in traffic jams then there would be a saving of £50m a year.

In conjunction with the London Broadcasting Company, Robert Bosch has fitted 30 vehicles in London with radios fitted with an Automatic Road Information tuner (ARI).

The radios have either a pre-select or a self-seek device which links them to LBC's traffic information service. The volume from the traffic information service exceeds the normal radio volume and even though the set is switched on at minimum volume, traffic information broadcasts will be audible to the driver.

During the experimental period LBC are to be broadcasting traffic information regularly at least every 15 minutes but should there be any emergency information this will be broadcast live during other transmissions. After the experiment, the participants who include the police, national press and other influential bodies will analyse the information. Before the system can be introduced for the general public there has to be Home Office permission.

The cost of the equipment is less than £100 per vehicle but existing vehicle radios can be modified with the fitment of a tuner to operate the ARI system for less than £20.

Switched off It is also possible with the system to receive regular traffic reports with the radio switched off. In this case, the decoder units should be switched to the active position and the radio tuned to LBC.

It will then automatically switch off for a traffic message and switch off again at the end.
