Which of the following most accurately describes the problem?

THE Borough treasurer of Middlesbrough. Mr. J. B. Woodham, commenting last week on the £26.473 loss on the Corporation bus undertaking during the past year. said that public transport was becoming more expensive at a time when the public were forsaking it. As more private cars were used, the roads became more congested and the cost of maintaining public transport increased. Some undertakings were now being subsidized.

Mr. Woodham said that private vehicles would not flood into town centres if they had to meet all the costs which their presence there caused. Ways and means were now being considered for charging motorists for the use of town centres. Public service undertakings could afford to wait and see what happened before despairing of their future.
